How would we attack them?
Firing one at Washington would not work well because then Washington could fire back at Russia directly. But if you fire in a foreign country it is different.

   Few people realize how much the U.S. and the Soviet Union sabotaged each other during the last years of the cold war. There was this tit for tat series of explosions in ammo depots and fuel plants. It was all reported in the news as accidents. Each side shot down a few airplanes as well.

5. The same way that China reacted when the USA hit their embassy in Belgrade. They would make diplomatic protests
